Build a seven-gate hospital-use map before the first planned visit

Write seven gates on one page: participation identity, active entitlement, maternity event or confirmation, eligible provider, hospital patient identity, accepted credential and settlement result. Participation identity means the person is registered under the correct employer or China-based work unit, social-security number, passport and insured place. Active entitlement means the local scheme recognizes benefits for the intended date and event. Event confirmation means any local provider selection, medical confirmation, pregnancy registration or equivalent administrative step is complete. The last three gates are controlled at the hospital encounter. Patient identity asks whether the hospital's current file refers to the same person as the official insurance record. Confirm entitlement before asking the hospital to solve contribution problems

A qualifying foreign employee may be registered through the employer, but a work permit, employment certificate, payroll line or social security card is not a live benefit decision. Likewise, a maternity-insurance sign at the main entrance does not prove that a private room, international department or separately priced service will settle.

Keep provider verification factual rather than clinical. This guide does not compare clinical quality or recommend a maternity provider. Complete any local maternity-care confirmation or provider-selection step

National policy supports direct settlement but does not prescribe one nationwide maternity confirmation. A locality may require the participant to confirm maternity medical care, choose or register a designated institution, allow the hospital to submit an event record, or use a data-sharing process with no separate patient form. Another locality may use different steps for prenatal outpatient expenses and inpatient childbirth. Do not import the name, document list or timing from Beijing, Shanghai, Guangzhou, Shenzhen or any other city into a national checklist.

Ask the insured-place agency what the step is called in the current local rule, who submits it, when it must be completed, whether it applies separately to outpatient and inpatient services, how the participant verifies acceptance and what happens after a provider change. If the official digital route rejects a passport number, lacks a supported document type or requires facial verification that cannot be completed, do not borrow another person's resident-identity-card account. Request the staffed counter, employer or hospital-assisted route for a foreign participant and save the error stage.

Treat submission and acceptance as different states. A screenshot showing an uploaded form may not prove that the provider is selected or the benefit is active. Match the insurance identity and hospital patient file

Bring the passport or other identity document registered for insurance, the accepted healthcare-security credential and any earlier patient number. Compare the exact name order and spelling, document type, masked document number, date of birth, sex marker where used, social-security number and telephone number. A foreign participant can accumulate mismatches after passport renewal, transliteration changes, shortened names or registration through a self-service interface designed around a resident identity card. Resolve them before the encounter where possible.

If the hospital already holds a patient file under an old passport or another spelling, disclose it and ask registration or medical-record staff to search and link the existing record. Do not create a second patient solely because an app rejects the current name. Duplicate files can separate prior reports, deposits, allergies recorded by clinicians, insurance transactions and discharge documentation. Open outpatient and inpatient encounters under the intended payment route

At each planned registration, tell staff that the patient intends to use the local maternity-insurance route and present the accepted credential at the point the hospital requires. Read the direct-settlement result line by line

National rules provide for eligible maternity medical expenses to settle directly with designated institutions after agency review. Direct settlement does not mean a zero bill or approval of every charge. Local payment methods can use a fixed amount, item-by-item and percentage payment, case-based payment or another lawful method. The transaction may separate fund payment, individual-account use where applicable, patient co-payment and fully self-funded items. Premium accommodation, non-payable services or charges outside the applicable scope can remain with the patient.

At the cashier or discharge desk, collect the official medical-fee receipt, itemized charge list, healthcare-security or maternity settlement statement and the hospital record normally supplied for the encounter. Check the participant name and identity, hospital and campus, dates, payment category, total charge, fund payment and patient amount. Ask for a neutral explanation of unfamiliar self-funded lines; do not ask the cashier to promise later reimbursement or a commercial-insurance decision.

Keep estimates separate from settlement. A hospital deposit, price list, pre-admission estimate or colleague's prior bill does not establish the final eligible amount. Likewise, a headline local reimbursement rate is rarely applied to the whole invoice without first considering the payment scope, fixed standards, limits and excluded items. Use a controlled fallback when direct settlement fails

Ask the hospital for the most specific neutral failure description available: inactive status, missing maternity confirmation, wrong provider, identity mismatch, credential failure, service-category restriction, system interruption, non-payable item or another code. Record whether the encounter remains open and whether the hospital can retry after a correction. Do not ask staff to guess the insured-place agency's final reimbursement decision, and do not pay a third party who promises to 'unlock' the public system.

If the bill must be paid, preserve unaltered originals or verifiable electronic records. The national social-insurance administration regulation identifies charging receipts, expense lists, diagnosis evidence and medical records as the core evidence for exceptional manual reimbursement. A locality can obtain information through sharing or request lawful additional evidence for the case. Ask the insured-place agency for its current route, filing deadline, document format, original-retention rule, bank destination and whether the provider or service can qualify after full payment.

The regulation gives an agency 30 working days after receiving a manual medical-expense application to complete processing. That is not a promise from the date of the hospital visit, the first phone call or an incomplete upload. A local filing deadline can be shorter than the period a family keeps records, so ask promptly. Save the application reference, received date, requests for correction and final decision. Self-payment does not automatically create a reimbursement right.

A fallback claim begins with the correct failure reason and complete genuine documents. It is not an automatic conversion of every self-paid bill into a covered expense.

Handle care away from the insured place and commercial insurance separately

Do not assume that ordinary cross-province basic-medical-insurance registration automatically completes a maternity-insurance route. Maternity benefits, provider confirmation and medical-expense treatment remain governed by the participant's current insured-place and destination rules. Before planned care outside the insured place, ask the insured-place agency whether maternity medical expenses can settle directly, whether a separate filing or provider confirmation is required, which destination institutions qualify and what manual reimbursement route applies if direct settlement is unavailable.

Ask where a corrected invoice or settlement document is requested if an error is discovered later. Do not permit an informal helper to keep the only original passport copy, receipt or medical record.

Update the separate allowance file without assuming the hospital transaction automatically completed it.
