A job change, move to another pooling area or passport replacement can break an otherwise valid maternity-insurance workflow if each record owner is assumed to update automatically. National administration rules draw an important distinction: an employee basic-medical-insurance relationship can transfer under the applicable process, while a person changing employment across pooling areas participates in maternity insurance in the new employment place. Classify the change before changing any insurance record

Write down the old and new facts: legal employer, work location, pooling area, employee basic-medical-insurance scheme, maternity-insurance status, last and first contribution months, registered passport, social-security number, hospital patient numbers, maternity confirmation, service dates, open medical-expense applications, allowance case and bank account. Then classify the event. A transfer within one company can still change the pooling area; a new employer can remain in the same pooling area; moving residence without changing employment may leave the insured place unchanged; temporary care elsewhere is not necessarily a relationship move.

Use the pooling area and responsible agency rather than the city name alone. Some systems pool at municipal, provincial or another level. Ask the old and new employers and healthcare-security agencies which record changes. If employee basic medical insurance remains in the same pooling area, the task may focus on employer reporting and continuity. If employment crosses pooling areas, the national regulation says the person joins maternity insurance in the new employment place, while the basic-medical-insurance relationship follows its transfer rules. Do not label both actions simply as an insurance transfer.

Identify whether a maternity event or claim is already open. The relevant dates can include confirmation, outpatient service, admission, childbirth or another insured event, discharge, manual claim, allowance application and employment termination. Local rules decide which date controls each benefit. Before HR ends the old record or submits the new one, ask both agencies which place is responsible for each open transaction and whether any action would remove a valid provider confirmation or direct-settlement route.

Separate basic-medical-insurance transfer from new-place maternity participation

The Regulation on Social Insurance Administration treats the two branches differently. It provides for an employee basic-medical-insurance relationship to follow a person who works across pooling areas under the applicable transfer process. It separately says that a person participating in maternity insurance who works across pooling areas joins maternity insurance in the new employment place. That wording is a strong warning against describing maternity insurance as a balance that automatically follows the medical-insurance transfer.

Ask the destination employer when it submitted employee basic medical insurance including maternity insurance, which identity and social-security number it used, when contributions take effect and when the official status becomes active. Separately ask whether a basic-medical relationship transfer is needed and whether the source record must stop before the destination process. A completed medical-insurance transfer does not itself prove maternity entitlement; a new maternity participation record does not prove that prior medical-insurance data or individual-account funds have transferred.

The national sources do not state one nationwide rule for recognition of maternity contribution history, waiting periods, arrears or continuity after the move. Ask the destination agency whether earlier months are considered, what evidence it obtains from the source, what interruption rule applies and which date determines hospital and allowance benefits. Obtain the source title and individual response. Do not promise continuity because the move was employer-directed or because no calendar month appears missing on payslips.

Protect open maternity medical-expense and provider records

List every open hospital-related record before the old participation changes: maternity-care or medical confirmation, selected provider, outpatient expenses not yet settled, inpatient admission, deposit, bill awaiting final settlement, manual reimbursement and any correction. Ask the old insured-place agency which items it remains responsible for and whether a termination or transfer changes the route. Ask the destination agency when its provider confirmation and direct settlement can begin. The answer can differ for services before and after the new participation effective date.

Do not cancel an old provider confirmation merely because the family will move. A cancellation can affect unsettled services, and another locality may not be able to view or revive it. Likewise, do not assume that the new employer's first contribution automatically creates a destination provider selection. Confirm the exact provider, campus, effective date and accepted credential under the destination rule. If planned care will occur before the new route is active, ask the agencies about the lawful self-pay, source-place or later-claim options without assuming reimbursement.

If an urgent hospital episode occurs during the change, seek care according to medical need. For a perceived medical emergency in mainland China, call 120 or follow the hospital's emergency route first. Tell registration staff about the old and new insurance records as soon as safely possible and ask which identity and payer category is being used. Do not delay rescue while HR or an app tries to complete a transfer. This guide cannot classify symptoms or advise when clinical care should occur.

Decide which locality owns an open maternity-allowance case

An allowance case can be affected by the employer at the insured event, the contribution record, local event-date rule, application status and current payee procedure. Before changing jobs, ask the old healthcare-security agency whether eligibility has already been established, whether the employer or participant must submit, what filing deadline applies and whether termination before application changes the case. Ask the destination agency whether it has any role. Do not withdraw and refile an accepted case solely because the participant moved.

If the case has not yet been filed, identify the responsible locality and preserve the employer, contribution, medical and leave records it requires. The national ten-working-day processing period starts after the responsible agency receives the allowance application; it does not decide which agency receives it. Since approved allowance is directly paid to the individual nationwide, confirm the personal bank destination with the agency that owns the case even if the person now works elsewhere.

Keep employer payroll reconciliation separate from agency ownership. A former employer may still hold contribution or employment data needed for an old-place case, while a new employer controls current payroll. Ask each employer for a written statement of its role and a contact that remains available after account access changes. Do not ask the new employer to certify old facts it does not own, or the former employer to submit a destination case without official instructions.

Build an old-to-new passport identity bridge

Before updating systems, create a secure comparison of the old and new passport names, name order, numbers, issuing country, issue and expiry dates and date of birth. Add the existing social-security number, insured place, medical-insurance identity, social security card, medical insurance code, hospital patient numbers, open claim references and benefit bank account. Use masked numbers in the working tracker and store full documents securely. Gather the old passport if available, the new passport and lawful evidence of replacement or a legal name change as applicable.

A normal renewal with a new number, a replacement after loss and a legal name change are different facts. Ask each record owner which original, copy, translation, employer confirmation or in-person verification it lawfully requires. Do not send a complete document bundle before the owner names the minimum necessary evidence. Preserve screenshots or statements of the pre-change participation, contribution and claim status so staff can link the same person rather than create a new registration.

The foreign-participation numbering rules use the established social-security number as the continuing unique identifier when the identity-document number changes. Ask HR and the agency to confirm that the old and new passport details are linked to that same social-security number. If a new number appears, stop and ask whether a duplicate participant was created and which formal reconciliation process applies. Do not solve a mismatch by abandoning the record that contains contributions or an open maternity case.

The objective is one person, one continuing social-security identity and a traceable old-to-new passport link—not a fresh participant record.

Update work, residence, employer and social-insurance records in a controlled order

The current inter-ministerial expatriate guide tells foreign workers to keep work and residence documentation current and describes time-sensitive change procedures. Use the responsible work-permit and exit-entry authorities for the person's actual facts. Do not treat this maternity guide as immigration advice. Ask the employer which work-permit, employment, payroll and residence tasks must occur and save their official references. An unresolved work or residence record can prevent other systems from matching the new passport.

Notify the employer's HR or payroll team and ask it to submit the participation-information change to the responsible social-insurance and healthcare-security routes. The national administration regulation requires changes to personal participation information to be reported promptly and verified. Ask for the unchanged social-security number, new document type and number, employer, insured place and effective date in the corrected record. A ten-working-day regulation for a received registration-change application is not a promise from the employee's first email; submission and evidence correction can occur before agency receipt.

Since December 2024, work-permit information and social security cards have been integrated to improve service coordination. Do not interpret that integration as automatic synchronization. Ask whether the work-permit system, employer participation record, local healthcare-security identity, physical card and electronic card each show the new information. Record which owner is still pending. Repeatedly opening new accounts with different transliterations can make the dependency harder to correct.

Reconcile healthcare-security credentials and hospital records after the master identity

After the employer and official participation identity are corrected, test the healthcare-security record and accepted credential. Check the name, document type, masked number, social-security number, scheme, insured place and status. If the medical insurance code cannot complete real-person verification or a card still shows the old identity, use the official local support route. An active QR code is evidence of credential access, not proof that an open maternity confirmation, hospital claim or allowance case has refreshed.

Contact each hospital that holds an active patient file or open bill. Provide the old patient number and minimum identity evidence requested through its verified registration or medical-record process. Ask the hospital to update or link the demographic identity while preserving accurate historical medical records. Do not request deletion of earlier care or create a replacement patient number without asking whether it will separate prior reports, deposits, settlement records or an open admission.

Check maternity-specific records after the identity correction: provider confirmation, event registration, settled and unsettled expenses, manual claim and allowance data transmitted by the hospital. Ask which identity appears in each and whether a formal amendment is required. An agency correction does not automatically update a hospital, and a hospital correction does not automatically update the agency. Record both confirmations before relying on direct settlement.

Update the payment bank and refund routes independently

An allowance bank account, social security card financial account, ordinary bank account, hospital refund card and commercial-insurance payment account can be separate. Update customer identity directly with each bank or payment provider through its verified route. A new passport in the social-insurance record does not update the bank automatically. Ask the healthcare-security agency which personal account is registered for an approved allowance and whether the account-holder name and identity match.

Do not close an old account or payment card while a hospital deposit refund, manual medical-expense reimbursement, allowance or commercial claim is pending. Ask the payer whether it returns money to the original instrument or the account currently registered in its system. If an approved payment fails, obtain the bank-return reason and use the existing case's correction route rather than filing a duplicate benefit application.

Protect banking credentials. HR, a hospital or an informal helper may need a bank account number or account-name evidence through an official process, but they should not receive a password, PIN, one-time code or live payment QR. Under personal-information rules, identity, health and financial data are sensitive. Share only what the verified recipient requires, keep a submission record and redact unrelated details where the official channel permits.

An approved benefit can still fail at the payment stage if the bank identity, account status or payer record does not match.

Reconcile commercial insurance and employer benefits as separate contracts

Notify the commercial insurer, broker or claims administrator of the employer, city and passport change through the policy's verified contact. Ask whether the member number, covered employment group, maternity waiting period, network, pre-authorization, guarantee of payment, claim deadline or bank destination changes. Public social-insurance participation and a commercial policy are not synchronized databases. A new employer can terminate one group policy and start another with different maternity exclusions or waiting periods even when public maternity participation continues.

For an open commercial authorization or claim, ask whether revised identity or employer evidence is required and whether the old hospital authorization remains valid. Do not assume that a guarantee of payment follows the patient to another city, campus or plan. Preserve the old and new policy certificates, authorization, public settlement statement and claim reference. Do not present a public benefit as unpaid or conceal another payer when the policy requires coordination.

Employer childbirth cash benefits, relocation support and payroll advances are not public maternity allowance unless the official scheme says so. Record their conditions and repayment terms separately. If an employer advances money while public entitlement is unresolved, obtain a written agreement explaining whether the advance is recoverable and how a later allowance will be reconciled. Run a post-change verification before closing the old file

Confirm the destination employer, insured place, employee basic-medical relationship status, active maternity participation, registered passport, unchanged social-security number, credential, provider confirmation, hospital identity, open medical-expense cases, allowance case and bank destination. Save the official completion references and test only through legitimate queries or a planned administrative check. Do not create a medical visit solely to test coverage.

Ask the source agency whether participation is properly stopped and whether any old-place case remains open. Ask the destination agency when benefits are active and which prior history it recognizes. Confirm that no duplicate participant, overlapping employer report or conflicting provider confirmation exists. If two systems display different statuses, identify the authoritative owner and obtain a correction case rather than repeatedly editing all connected records.

Keep the old passport link, former employer contacts, source policy, settlement statements and claim references until every payment and correction is final. A later audit or appeal may need evidence of the identity and insured place on the event date. Close the administrative tracker only when each open item has an owner, final status and recorded outcome. A move is complete when the benefit chain works, not merely when the new payroll deduction appears.
