How to check China's entry health and vaccination requirements

Build an itinerary evidence file, separate border inspection from residence formalities, and use the current revised law rather than old article numbers.

China does not impose one identical vaccination-document checklist on every incoming traveller. Under the Frontier Health and Quarantine Law revised in 2024 and effective from 1 January 2025, Customs may request health information, conduct inspection and, when circumstances require, ask for and verify vaccination or other preventive-measure proof. The answer therefore depends on the current risk measure and the traveller's real itinerary, including origin and transit, not simply nationality or visa label. This guide shows how to verify the administrative requirement and keep the right document available. It does not recommend a vaccine, assess eligibility, reproduce a changing country list, or guarantee boarding, entry, quarantine treatment, an appointment, certificate issue or later residence approval.

Provider procedures can change, so confirm time-sensitive details with the hospital, insurer or service. A licensed professional must make clinical decisions for an individual patient.

Freeze the actual itinerary before researching the rule

Create one itinerary record with the passport or travel-document nationality, China arrival date, departure country, every airport or land transit point, whether the traveller leaves the transit area, and the time spent at each stop. Keep booking confirmations and later itinerary changes. A rule triggered by recent presence in a place, or by a long transit there, cannot be checked reliably from the final flight number alone.

Use the facts as they will exist at arrival, not an earlier draft route. If the ticket, transit time or origin changes, repeat the check. Do not infer that a China visa, residence permit, airline boarding pass or previous entry proves the current health requirement; each is controlled by a different authority and date.

This is an administrative verification workflow, not a clinical vaccine recommendation or an individual risk assessment.

Start with the current law, then check the live Customs operation

The current national law authorizes China Customs to require truthful health information, perform temperature or medical inspection, and request and verify vaccination or other preventive-measure proof when the circumstances justify it. It also permits consequences where an incoming foreign national refuses an applicable inspection. The law does not itself publish a permanent list of every itinerary requiring a certificate.

Next review the General Administration of Customs service page and current Customs notices for operational instructions, then use 12360 when the itinerary does not fit the published wording. Save the page or enquiry response date. The service page remains useful for process and contact ownership, but parts of its legal-basis section still quote the law as it read before 2025 and must not be presented as current article numbering.

Identify the document by issuer, purpose and decision owner

A Chinese adult vaccination credential (预防接种凭证) records a vaccination administered by an authorized vaccination unit. An International Certificate of Vaccination or Prophylaxis, or ICVP, is the WHO-model international certificate issued through an authorized travel-health route. An International Travel Health Examination Certificate records an examination. A health certificate used for a Chinese residence application belongs to the post-entry immigration file. Similar colors, informal names such as yellow book or red book, and the same institutional brand do not make the documents interchangeable.

Write down who requested the evidence and the exact result name: China Customs at entry, a destination authority for a later trip, an airline, a Chinese exit-entry authority, a school or an employer. Ask that decision owner whether an original, digital copy, translation or issuer-specific form is required. A hospital report or payment invoice is not a substitute for vaccination proof.

Handle yellow-fever certificate research without publishing an old expiry rule

China's national disease-control plan and Customs materials describe certificate checks for travellers arriving from affected areas. The current International Health Regulations rule controls certificate validity; use the dedicated yellow-fever certificate guide for that rule and its official WHO source. Certificate validity does not mean that every traveller needs the vaccination or certificate.

The older State Council implementation rules still display a conflicting fixed-duration statement. Mark that provision as superseded for certificate duration and use the current International Health Regulations rule. Do not alter a certificate, add an entry, infer clinical eligibility or book vaccination solely from this website. Confirm whether the current itinerary triggers a proof requirement with Customs and let the authorized center assess any service request.

Do not publish the legacy fixed-duration yellow-fever certificate text. Use the dedicated certificate guide and current International Health Regulations source for validity.

Verify the issuer and fields before relying on the document

Check the holder name and travel-document number, date of birth where used, vaccine or prophylaxis entry, administration date, authorized signature, official stamp, certificate identifier and any correction marks against the issuing center's process. Preserve the complete original and a secure scan. Do not laminate, overwrite, erase or add an unofficial translation to the certificate itself.

A domestic electronic or paper vaccination credential may be useful background for the issuing center, but it is not automatically an ICVP. If a name, passport number, date or stamp appears wrong, contact the original issuer or the relevant International Travel Health Care Center and ask for its correction or replacement route. Neither Customs nor this site can repair a provider-created certificate at the border.

Prepare for the port inspection without assuming the outcome

Carry the travel document, itinerary and any currently required original health or vaccination certificate in accessible hand luggage. Answer Customs health questions truthfully and follow the officer's instructions for inspection or further checks. Keep a copy separately in case the original is lost, but do not assume a copy must be accepted where an original is requested.

If an officer identifies a document problem, record the authority, port, time, exact document issue and any written notice or reference number. Use the Customs channel for the border decision and the issuer for certificate correction. An airline's earlier acceptance, a travel agent's statement or a successful past entry cannot compel the current Customs outcome.

Open a separate post-entry residence health file where applicable

A foreign national applying for a residence permit valid for more than one year may, where the applicable rules require it, need a health certificate from a local health-quarantine agency or another qualified institution. That later examination has its own appointment, identity, supporting-document, report and public-security process. It should not be presented as an entry vaccination requirement.

Confirm the permit category and current local checklist with the responsible exit-entry authority, employer or school and the booked examination center. A border-cleared ICVP does not grant residence, and a residence examination report does not prove an international vaccination requirement. Keep the two files and their dates separate.

Does every foreign national entering China need a vaccination certificate?

No universal certificate requirement is stated for every arrival. The current law permits risk-based health inspection and verification of vaccination or other preventive-measure proof when circumstances require. Check the actual origin, transit and date against current Customs instructions.

Which law should I use for a 2026 China entry?

Use the Frontier Health and Quarantine Law revised on 28 June 2024 and effective from 1 January 2025. A live Customs service page can explain operations, but old article numbers quoted there do not replace the revised law.

Is a Chinese adult vaccination credential the same as an ICVP?

No. The adult credential records vaccination by a Chinese vaccination unit. An ICVP is a defined international certificate issued through an authorized travel-health route. Ask the decision owner which document is required.

Which validity rule should I use for a yellow-fever ICVP?

Use the current International Health Regulations amendment, as explained with its official WHO source in the dedicated yellow-fever certificate guide. Fixed-duration wording still visible in older Chinese implementation rules is superseded for certificate duration.

Can a residence health certificate replace border vaccination proof?

No. A qualifying post-entry residence application may require a health certificate, but that examination document has a different purpose and decision owner. It is not automatically an ICVP or proof responsive to a border vaccination request.

What if my certificate has the wrong passport number?

Contact the original issuer or the relevant International Travel Health Care Center before travel and ask for its correction or replacement procedure. Do not alter the certificate yourself, and do not assume Customs or an airline can repair it.
