Guangzhou has unusually detailed public funeral guidance, but a family should not treat every line of the city's March 2025 booklet as current law. On 1 July 2026, China introduced a unified Resident Medical Certificate of Death that expressly covers foreign and stateless people and may record a passport or another lawful identity document. The newer national rules now control who issues the medical certificate for a normal death, when public security supplies proof for a non-normal death, and which document an official funeral home uses for transfer and cremation. Guangzhou's booklet remains valuable for local telephone numbers, the five-funeral-home network, cremation, domestic transfer and international service entry. This guide reconciles those layers. 1. Start one controlled case file, but keep each authority's decision separate

Nominate one family representative and one local coordinator. Record the deceased person's passport details exactly, the time and place of death, the institution or officer in charge, every case or booking number, and every original document released. Ask the consulate, employer, insurer and assistance company to identify their own coordinator, but do not let several parties give conflicting instructions to the hospital, police or funeral home.

Create separate folders for medical certification, any police material, funeral-home contracting, cremation or international transport, exit-entry cancellation, consular documents, Customs, carrier approval and destination admission. A death certificate does not authorize a private pickup; a police record is not automatically the unified medical certificate; a cremation certificate is not a customs clearance; and an insurer's approval is not government permission. Keeping these tracks separate is the most reliable way to prevent an original from being surrendered to the wrong desk.

  • Photograph each original front and back before handing it over.
  • Record Chinese and English names exactly as shown in the passport, including order, spacing and aliases.

2. Apply the national death-certificate rules that took effect on 1 July 2026

The controlling national document is now the unified Resident Medical Certificate of Death. It expressly covers a foreign or stateless person who dies in mainland China and allows the passport or another lawful identity-document number where there is no Chinese citizen identity number. Paper and electronic certificates have equal legal effect, although a downstream authority may still tell the representative how to present or retrieve the record.

For a normal death during treatment in a medical institution, or while being transported for medical treatment, the responsible medical institution issues the certificate. For an apparently normal death at home, in an elder-care setting or elsewhere outside a medical institution, the township or subdistrict health centre or community health service centre responsible for the place of death handles certification after the required examination and verification. A clear normal death should ordinarily be certified within one day. Ask the issuer to check passport spelling and number before finalization.

Guangzhou's March 2025 booklet predates the 1 July 2026 national certificate. Use its local contacts and service sequence, but map older certificate labels to the current unified certificate and ask the issuing institution to resolve any mismatch.

3. Use the police route for an unclear or non-normal death, not as a shortcut

Call 110 where the death may involve an accident, injury, suicide, suspected crime, unknown cause, unidentified person or another circumstance requiring public-security handling. Preserve the scene and follow instructions about examination, identification, autopsy, release and collection. The family, employer, landlord or hotel should not decide that a death was normal simply to accelerate funeral arrangements.

Under the national division of responsibilities, public security provides the relevant death proof for a non-normal death after its process. That proof enables the next administrative stage when accepted by the funeral home, but it does not mean the investigation has ended or that the family may choose the timing of release. Ask which document will be issued, who may collect it, whether an authorization or kinship document is required and whether any restriction remains on cremation or overseas transport.

4. Book official funeral-home pickup and reject private transport offers

National rules assign remains transfer, storage, preparation and cremation to funeral homes. Guangzhou's local provisions likewise reserve transport to authorized funeral-service providers. The Guangzhou Funeral Service Centre publishes 020-87744444 as its 24-hour death-report number, and the city publishes an official directory for all five funeral homes. The appropriate provider may depend on the place of death, requested service and capacity, so confirm the dispatching provider rather than choosing an unofficial vehicle from a search result.

Give the dispatcher the exact location, death classification, identity details, certifying institution or police unit, contact person and any infection-control or access information requested. Ask what proof must accompany pickup, where the remains will be stored, the storage clock, the contract desk and the current charges. National rules generally limit storage to three days unless an extension is approved, so unresolved consular, family or carrier decisions should be raised immediately.

Hospitals, ambulances, care homes, hotels, landlords and private intermediaries should not transport the remains. If someone demands cash for an unofficial pickup or insists on a private vehicle, pause and verify through the funeral home's published number.

5. Contract only documented Guangzhou funeral services and control originals

At the funeral home, ask for the provider's identity, an itemized written service list, the responsible staff member and a receipt for each original. Separate mandatory basic services from optional preparation, hall, ceremony, flowers, religious accommodation, storage, containers, ashes services and international work. Ask whether a passport, representative authorization, kinship evidence, translation or consular letter is needed for each signature.

Digital booking through Guangzhou's government-service channels can help locate a service, but it does not eliminate identity checks or convert an app confirmation into authority to act for the deceased. Some one-stop functions are built around Chinese identity numbers, household registration or facial verification. If a foreign passport cannot be entered, use the official telephone and counter route; do not borrow another person's account or enter invented identity data.

6. Choose cremation in Guangzhou only after checking every downstream need

Guangzhou is administered as a cremation area. For cremation, the funeral home will require the applicable death proof and a cremation confirmation from the authorized representative under the current national regulation, together with identity and authority materials the provider specifies. Confirm whether any police restriction, consular request, family dispute, insurance examination or destination-country need must be resolved first. Cremation is irreversible and ends the option of transporting an intact body.

Before the cremation, agree how the identity will be checked, who may witness or confirm, when the cremation certificate is issued and who may collect the ashes. If ashes will remain in Guangzhou, use the municipal directory to verify a lawful storage, columbarium, burial or ecological service. If ashes will leave China, ask the operator, carrier and destination authority what sealed container, certificate, translation, apostille, declaration and hand-baggage or cargo conditions apply; the rules for ashes are not identical to those for a body.

A cremation certificate proves the cremation event. It does not itself cancel a residence permit, settle an estate, authorize an airline to carry ashes or guarantee admission by the destination country.

7. Use the international service route for direct repatriation of remains

If the family chooses direct overseas repatriation, contact the Guangzhou Funeral Service Centre's international service point; the city's official booklet publishes 020-87087506 for international remains work. Ask the centre to identify the currently authorized international network operator, the responsible funeral home, the intended port and a named case handler. A consulate, insurer or assistance company may coordinate, but an ordinary travel agent or freight forwarder cannot replace the approved funeral operator.

The operator should produce a case-specific document matrix covering death proof, passport, representative authority, consular communication where requested, embalming or sanitary preparation, coffin or container specifications, health-quarantine filing, customs declaration, airline cargo acceptance, transit rules and destination import or burial requirements. Obtain written acceptance from the carrier and destination authority before final sealing or dispatch. Routes involving a transit country can add separate permits even when China has cleared export.

8. Do not confuse domestic intercity transfer with international export

A necessary transfer from Guangzhou to another mainland city follows the domestic cross-region route. Under current national rules, the receiving place's county-level-or-above civil-affairs authority must provide an acceptance document, and Guangzhou's responsible civil-affairs authority and funeral providers complete the local process. The transfer must use a compliant funeral vehicle. The 2025 city booklet remains useful for local applications, but the newer national acceptance-document requirement also applies.

That route cannot be used to take a body to Hong Kong, Macao, an overseas flight or another country. Cross-border movement follows the national remains-entry-and-exit rules and requires the international operator, health-quarantine and customs chain. Similarly, driving a coffin to another province does not avoid authorization, and moving a body privately to a different airport can break the custody and quarantine record.

Ask at the outset whether the intended destination is mainland domestic, Hong Kong or Macao, or overseas. The administrative route changes at that classification point.

9. Report the death to exit-entry administration and cancel immigration status

The family, guardian or agent must report a foreign national's death with the death proof to a county-level-or-above public-security exit-entry authority and cancel the visa, stay permit or residence permit. Contact Guangzhou exit-entry administration promptly and use 12367 if the responsible office or document list is unclear. The national enforcement reference to 60 days describes a violation threshold; it is not a recommended waiting period.

Before submitting originals, ask whether the authority needs the passport, death proof, representative identity, authorization or kinship evidence, translation, police material or a funeral-home document, and whether the passport will be retained, cancelled or returned. Coordinate this with the consulate and international operator because the original passport and death proof may also appear in transport, consular or destination files. Immigration cancellation does not cancel a work permit, social-insurance account, bank account, phone contract, lease or company role.

  • Request a receipt or written result for any original surrendered.
  • Ask the employer to verify the separate work-permit and employment closeout.
  • Keep estate and account access outside the funeral coordinator's authority unless expressly authorized.

10. Treat health quarantine, Customs, carrier and destination as four approvals

For an intact body or skeletal remains leaving China, the authorized operator or its agent makes the required health-quarantine declaration to Customs, submits the supporting file and presents the shipment for documentary, port or remote inspection as directed. Customs issues the health-quarantine document and handles release when the applicable requirements are met. A family should review the declarations for correct identity and destination but should not attempt to replace the operator with a personal luggage declaration.

China-side quarantine release is only one gate. Customs controls health-quarantine and customs release; the airline or other carrier controls carriage, packaging, routing and cargo cut-off; any transit jurisdiction controls transit; and the destination authority controls import, funeral and burial or cremation permission. The receiving funeral director should confirm readiness before departure. For ashes, ask each party whether a customs declaration or supporting certificate is required rather than assuming the body procedure applies unchanged.

Do not book a passenger itinerary around an assumed cargo flight. The operator should confirm the actual cargo booking, transit conditions and receiving handoff before the family makes connected travel commitments.

11. Verify fee relief and close the Guangzhou record without overclaiming eligibility

Guangzhou's policy effective 2 March 2026 provides specified fee relief for Guangzhou residents and certain non-Guangzhou residents who die and are cremated in the city. However, the published application form and ordinary workflow are identity-card oriented. That is not enough to promise that a foreign passport holder, overseas family representative or direct-repatriation case qualifies. Ask the funeral provider which service items, if any, are covered, which identity and authority documents it accepts, and whether reimbursement rather than point-of-service relief applies.

At closure, collect the death certificate or police proof as applicable, funeral contract and invoices, cremation certificate and ashes receipt or international transport handoff, exit-entry result, Customs/quarantine material, carrier record and destination receipt. Record where each original remains. Then separately address consular registration, work-permit cancellation, employment, insurance, property, bank, tax and estate matters with the responsible authority or qualified adviser. Funeral staff can document their own service; they should not be expected to certify inheritance rights or promise a foreign legal effect.

  • Obtain written confirmation of any waived item rather than assuming a zero balance.
  • Preserve certified copies for later overseas use before originals disperse.
