Start with the authority that owns each decision. 2. Apply the national certificate rules that control from 1 July 2026

The unified Resident Medical Certificate of Death expressly covers foreign and stateless people who die in mainland China. Where the person has no Chinese citizen identity number, the certificate can record a passport or another lawful identity-document number. Paper and electronic certificates have equal legal effect, although the issuing and receiving offices may still specify how the representative obtains or presents the record.

For a normal death during diagnosis or treatment in a Beijing medical institution, or while being transported for treatment, the responsible medical institution issues the certificate. 3. Use public security for a non-normal death and wait for release

Call 110 where the death involves an accident, injury, possible suicide, suspected crime, unknown cause, unidentified person or circumstances that are not clearly normal. Preserve the body, medication, devices, personal effects and scene. Public security decides the investigative, identification, forensic, autopsy and release steps and supplies the applicable death proof for a non-normal death.

Ask for the responsible unit, officer, case number, representative-document requirements, the record that will be issued and any restriction on funeral-home pickup, cremation or overseas transport. Do not use a police incident note as a substitute for the unified medical certificate in an ordinary normal-death case, and do not use a prior diagnosis to bypass police where the circumstances require investigation. 5. Contract Beijing funeral services with an itemized scope and authority check

At the named funeral home, ask which death proof, passport, representative identity, authorization, kinship evidence, translation or consular communication it needs. Ask the staff to distinguish required transfer and storage steps from optional preparation, ceremony, hall, flowers, religious accommodation, ashes container, extended refrigeration and international services. 6. Decide between cremation and direct overseas repatriation

Resolve any police restriction, family dispute, consular request, insurance examination or destination need first. Ask how identity will be verified, when the cremation certificate is issued, who can collect the ashes and what lawful storage or interment options are available.

For direct repatriation, do not authorize cremation or final preparation until the international operator, carrier and destination confirm the intact-body route. For ashes, ask separately about the cremation certificate, sealing, translation, apostille or legalization, declaration, cabin or cargo conditions, transit and destination admission. Beijing's official profile confirms that Babaoshan Funeral Home operates around the clock and provides citywide pickup, storage, funeral, cremation, ashes storage and international remains transport. This makes it a verified place to ask 96101 or the provider about international handling. The public profile does not, however, publish a complete current foreign-national export file, identify every authorized subcontractor or guarantee service for every route.

Ask the named international case handler to confirm the approved operator, intended Chinese exit port, death proof, passport, representative authority, consular material if requested, embalming and sanitary preparation, coffin or outer container, health-quarantine filing, Customs declaration, carrier cargo booking, transit permission and destination import. Require written carrier and receiving-funeral-director acceptance before sealing and dispatch. A consulate, insurer, travel agent or ordinary freight forwarder may assist but cannot replace the approved remains operator.

8. Cancel the Beijing immigration document as its own statutory workflow

The family, guardian or agent must report a foreign national's death with the death proof to a county-level-or-above public-security exit-entry authority and cancel the visa, stay permit or residence permit. Beijing's government-service item gives 12367 for consultation. Use it to confirm the current citywide office, appointment route and material list; do not assume that an address displayed for one district is the only office available.

Ask whether the office requires the original passport, death proof, representative identity, authorization, kinship material, translation, police record or funeral-home document, and whether the passport will be retained, cancelled or returned. Coordinate originals with the consulate and international operator. The national 60-day enforcement reference is not a waiting target. Immigration cancellation also does not close the work permit, employment, tax, social-insurance, bank, lease, company, digital-account or estate files.

9. Do not use Beijing's domestic transfer platform for an international shipment

Beijing's civil-affairs platform publishes a remains-outbound application for non-Beijing residents and a remains-return application for Beijing household residents. Those are mainland domestic transfer services. Under the national funeral regulation, a necessary cross-region mainland transfer also requires an acceptance document from the receiving place's county-level-or-above civil-affairs authority and compliant funeral-home transport.

The platform does not authorize movement to Hong Kong, Macao or another country and does not replace an international operator, health-quarantine declaration, Customs release, carrier acceptance or destination import permission. Do not apply for a domestic transfer merely to move the body to another airport. Tell 96101 and the funeral home the true final jurisdiction at the first call so they can identify the correct route.

Hong Kong and Macao are cross-border destinations for this process, not Beijing-to-another-mainland-city transfers.

10. Treat Customs, carrier, transit and destination as independent gates

For an intact body or skeletal remains leaving China, the authorized operator or agent makes the health-quarantine declaration, supplies the documents and presents the shipment for Customs' directed review or inspection. Customs issues the health-quarantine document and handles China-side release when the requirements are met. The family should verify the identity and destination information but should not attempt to use an ordinary passenger declaration instead of the operator process.

Customs release is not an airline acceptance or foreign import permit. The carrier controls coffin and container specifications, cargo booking, cut-off and route; transit authorities may impose separate controls; and the destination authority controls admission and local funeral disposition. The receiving funeral director should confirm the handoff before departure. Ask each authority separately about ashes because the body-and-bones quarantine guide should not be copied automatically to an urn.

Do not buy connected passenger travel based only on a tentative cargo quotation. Wait for the operator's confirmed shipment and receiving arrangement.

Beijing's policy effective 30 April 2026 says that a person who dies and is cremated in a Beijing funeral home may receive specified items without charge, including one local pickup, up to three days of refrigeration, cremation, one ashes container and one year of ashes storage, subject to verification.
