Start with the residence category and requested validity
Identify whether the application is for work, study, family reunion, personal matters, talent, journalist or another lawful residence category. Then ask the local exit-entry office what permit validity is being requested or can be granted in the actual case. Save the answer, current service guide and date checked.
Do not infer validity from the underlying document alone. A multi-year employment contract, degree or family relationship does not guarantee a residence permit valid for one year or more. The authority assesses the application under the applicable category and may issue a different period.
Apply the national one-year-or-more threshold exactly

Create a checklist by category and assign each item to its issuing organization. This prevents an employer, university or family coordinator from treating its own document as control over the entire residence decision. Only the competent exit-entry authority can accept the complete application.
Coordinate the thirty-day after-entry deadline
National law generally requires a foreigner whose visa states that a residence permit is needed to apply within thirty days after entry.
