Identify the legal seller before checking the product

Record the Chinese legal name of the shop or online seller, its address, the platform or website used and the entity receiving payment. For a physical shop, compare the order and receipt with displayed credentials. For an online transaction, use the qualification information displayed through the platform rather than relying on a social-media handle, livestream name or private chat account.

Ask whether the entity is the medical-device registrant selling its own registered product, an authorized distributor, a retail medical-device business or only a platform providing transaction services. The legal requirements and query records differ. Do not assume that a platform's own filing proves that every seller or product listed on it is lawful.

Check the seller's legal basis for Class III distribution

The national medical-device regulation uses risk-based management, and an ordinary business distributing Class III devices needs a medical-device distribution licence. There is a defined exception: a medical-device registrant or filing entity selling its own registered or filed products at its domicile or production address does not need a separate distribution licence or filing, but it must meet the applicable operating conditions. If a seller relies on that exception, match the seller to the product registrant, the exact product and the stated domicile or production address instead of treating the absence of a separate licence as automatically lawful or unlawful.

Use the NMPA government-service gateway to locate the relevant official enterprise and product records. For an ordinary distributor, compare the current licence name, address, scope and validity with the entity handling the sale. For a claimed registrant exception, preserve the registrant identity, production basis, sales address and explanation of the legal route. A licence or documented exception does not prove that a particular product is registered, genuine, within expiry, correctly stored or suitable for a person, so continue with a product-level check.

Match the exact product to an official registration

From the unopened package or official product listing, record the Chinese product name, medical-device registration number, registrant, model or specification and any imported-product agent information shown. Search the appropriate domestic or imported registration database through the NMPA service window. Compare every field instead of searching only the brand name, which may cover several products or registrations.

Read the public result as an administrative record for the product described there. Do not infer an unlisted power, model, colour or package from a similar registration. Do not use the stated scope, instructions or warnings to choose a lens for yourself. Any question about personal selection, fit or use must go to a qualified eye-care professional through an appropriate assessment.

Use UDI, labels and packaging as supporting evidence

Where the package carries a unique device identifier, search the NMPA UDI database and compare the available product identifier, name, model and registrant with the package and registration record. UDI implementation is staged, so absence from the public UDI search does not by itself prove that a product is unlawful. Return to the registration query and ask the seller or regulator to explain a mismatch.

Keep fitting and selling responsibilities distinct

A seller's permission to distribute a device does not automatically make it a licensed medical institution or authorize a retail worker to diagnose, prescribe or manage an eye condition. The 2026 optometry guidance addresses measurement and operator responsibilities, while medical-institution and physician queries cover clinical entities and registered doctors. Ask who is providing any eye examination or fitting and under which legal institution before sharing health records or paying for a clinical service.

Do not ask the seller to copy an old power, convert a foreign prescription or recommend a product through chat without an appropriate professional process. Preserve the order and use the correct complaint route

For an online purchase, keep the product page, seller qualification display, product registration display, platform identity, order, invoice or receipt, payment record, package images, lot information and messages about delivery or returns. Current online-sales rules and the quality-management standard effective from 1 October 2025 require the responsible business and platform to maintain defined qualification, product-information, traceability, complaint and risk-control processes. Those duties do not make a listing correct by default, so preserve what was actually displayed at the time of sale.

For an eligible consumer dispute or suspected medical-device distribution issue, the current market-regulator rules provide the 12315 platform and hotline routes.
