Adult vaccination payment in China cannot be reduced to one nationwide price list. The Vaccine Administration Law distinguishes immunization-program vaccines, for which vaccination units may not charge, from non-programme vaccines, for which the vaccine cost and a provincially governed vaccination service charge may be collected. Adult and travel services, stock, booking, certificate work and local fee treatment vary by product, jurisdiction, provider and applicant circumstances. Insurance coverage is controlled by the policy and authorization, not by vaccine availability or medical need alone. This guide shows how to obtain a task-specific quote and keep payment evidence separate from clinical and travel credentials. It does not recommend a vaccine, assess eligibility, quote a guaranteed price, confirm stock, promise direct billing, reimbursement, appointment, ICVP issue or destination acceptance.

Define the billable task before asking for a price
Write down the requested task without selecting a product clinically: ordinary adult vaccination, an exposure-management service, travel vaccination, prior-record transcription, ICVP issue or correction, an International Travel Health Examination Certificate, or a destination form. The same institution may handle several tasks through different branches, appointment systems and charge rules. A quote for one must not be reused for another.
Ask the provider whether it is authorized for the service, accepts the applicant's identity document and can currently book the task. Availability and eligibility are separate: a listed service does not prove a product is in stock, and stock does not establish that the provider will administer it to an individual. Qualified staff conduct the health inquiry and consent process.
Separate immunization-program and non-programme charging rules
Under national law, a vaccination unit may not charge for an immunization-program vaccination. That rule operates within the applicable national or provincial programme and its target population; it does not create a blanket right for every adult, foreign national or traveller to obtain every named vaccine free of charge. Confirm programme eligibility with the authorized local vaccination unit.
For a non-programme vaccine, the unit may collect the vaccine cost and a vaccination service charge whose standard is set through the provincial pricing and finance framework. The 2020 national principles place non-programme vaccination on an informed and voluntary basis. They do not set one nationwide product price, service fee, insurer benefit or foreigner surcharge rule.
Free programme vaccination is not the same as free travel vaccination, free certificate work or free access to every adult vaccine.
Request a dated, itemized provider estimate
Ask the exact clinic or International Travel Health Care Center branch to separate vaccine, vaccination service, registration or consultation, record transcription, certificate, examination, form completion, translation, photograph, courier and other stated items. Ask whether later doses or visits are billed separately and how long the quote remains usable. Do not add a provider's individual price rows into a universal package without confirmation.
Local service examples show substantial variation in appointment method, included work and fee treatment. A posted schedule can become stale, and a national network page may contain a placeholder rather than a price. Save the provider page or written estimate with its date, branch and contact, and recheck before attendance. No quote guarantees stock, administration, report completion or certificate acceptance.
Verify insurance before treatment, not after payment
Send the insurer the provider's legal name, branch, exact service category and estimate. Ask whether preventive vaccination, travel vaccination, administrative certificates or visa examinations are covered; whether a referral or preauthorization is required; whether the provider is in network; whether direct billing applies; and which identity, diagnosis, prescription, itemized bill, invoice and vaccination documents are needed. Obtain a written authorization number where available.
Provider participation and insurer coverage are separate decisions. A clinic logo on an old network list, a hospital's general direct-billing desk or an employer benefit summary does not guarantee payment for vaccination. If direct billing is not confirmed by both sides for the exact service, prepare to self-pay without assuming reimbursement. Authorization also does not guarantee final claim approval.
Collect four separate document categories
The itemized charge list explains what was billed; proof of payment shows the transaction; the tax invoice is the regulated payment document; and the vaccination credential records the clinical vaccination event. Depending on the service, there may also be consent, encounter, prescription, insurer form or appointment records. Ask which documents can be issued electronically and how a name or passport number is corrected.
For an adult vaccination, the national work standards require the provider to record recipient and vaccine details and provide a vaccination credential. The model credential includes identity, vaccine and dose, date, lot, manufacturer, clinic and stamp fields. That credential is not an invoice. Conversely, an invoice or card receipt does not prove which vaccine was administered.

Build the claim file without oversharing medical information
Match the policyholder and patient name, passport or insured identifier, provider, service date, invoice number and amount across documents. Add the written preauthorization, itemized bill, proof of payment, tax invoice and only the clinical or vaccination evidence the insurer actually requires. Keep originals until the claim and any appeal are closed and submit through the verified insurer channel.
Medical and health data are sensitive personal information. Ask why a full history, consent form or certificate copy is needed and whether a narrower record will suffice. Do not send unredacted passport and health documents to an unverified agent or ordinary group chat. Record the recipient, purpose, date and files shared.
Correct errors through the document owner
Before leaving, compare the vaccination credential with the passport and provider label: holder name, identifier, vaccine or dose, date, lot, manufacturer, clinic and stamp. Separately check the invoice title, patient or purchaser details where applicable, amount and electronic-delivery address. Ask for a correction while the encounter and payment record are easy to locate.
The vaccination unit corrects its clinical credential; the cashier or invoicing entity corrects payment documents; the insurer corrects the claim file; and an authorized travel-health issuer handles an ICVP. Do not edit, overwrite or merge these records yourself. A corrected invoice does not correct a vaccine entry, and a corrected domestic vaccination credential does not guarantee an international certificate or destination acceptance.
